Vietnam is striving to create a legal framework that can balance stability with flexibility to foster economic growth and technological advancements. Vietnamese Party General Secretary and President Tô Lâm emphasized the need for a legal system that supports investment while adapting to new challenges such as scientific and technological progress, climate change, and international integration.
Speaking during a meeting on law enforcement and institutional improvement in Hà Nội, Lâm highlighted the importance of laws that provide clarity and certainty to citizens and businesses about their rights and obligations. He urged for a comprehensive review of existing legal documents, particularly those that pose obstacles to investment and business activities. The goal is to remove administrative and investment barriers, reduce compliance costs, and protect the lawful rights and interests of all stakeholders.
Lâm outlined long-term objectives for Vietnam’s legal framework, setting measurable targets for 2030 and envisioning a modern, AI-supported legal system by 2045. He called for enhanced accountability in policy implementation, ensuring that each policy clearly identifies responsible agencies, necessary resources, and expected outcomes. Additionally, he stressed that administrative documents should adhere to established legal requirements without imposing extra burdens.
Furthermore, Lâm advocated for a shift in focus from punitive measures to proactive prevention and risk management. He suggested leveraging digital transformation and data-driven governance to improve compliance, decrease administrative costs, and streamline the resolution of civil and commercial disputes.
